Public bug reported:

Binary package hint: sysvinit

/etc/init.d/checkfs.sh fails if not all filesystems can be mounted.

Imagine a data server system with data volumes mounted with hard drive
catridges, and the volumes on the catridge entered in /etc/fstab. Those
drives are of course NOT hot swappable. If the system is booted without
the drives, a warning message that not all filesystems could be checked
is presented and the system stops booting :(

** Affects: sysvinit (Ubuntu)
     Importance: Undecided
         Status: New
