I did some extra testing with Raring. The results are below:

fglrx-updates-2:9.012-0ubuntu1 + xserver-xorg-video-
intel-2:2.21.6-0ubuntu4  = low graphics mode

fglrx-updates-2:9.012-0ubuntu1 + xserver-xorg-video-
intel-2:2.20.9-0ubuntu2.1 = low graphics mode

*Using the xorg-edgers PPA:
fglrx-13 (2:13.101~beta-0ubuntu1~xedgers~raring1) + 
xserver-xorg-video-intel-2:2.21.8+git20130529.7f7c8087-0ubuntu0sarvatt~raring = 
low graphics mode

fglrx-13 (2:13.101~beta-0ubuntu1~xedgers~raring1) + xserver-xorg-video-
intel-2:2.20.9-0ubuntu2.1 = Solves low graphics mode problem but has
issues with external monitor (with different resolution than the laptop
screen).
