So I guess that ‘slc-isa:8080’ is the proxy you were using?  Please be
more specific about how do you change your “location” and disable the
proxy settings?

Can you provide the output of:
$ apt-config dump | grep -i proxy

both before and after you change location/remove the proxy settings.
