The bug is reproduced when plymouth is running while the method DM.run() (file /usr/bin/ubiquity-dm) is running: in this case plymouth is killed by the command
plymouth quit --retain-splash on the line 269 of the script /usr/bin/ubiquity-dm. When plymouth exits in this way the active console isn't switched and Xorg starts with the 6th console active.
