This is intended behaviour for subvertpy - svn 1.7 makes incompatible
API changes to the wc API so subvertpy.wc is disabled when built against
svn 1.7. This change was also one of the main reasons bzr-svn was
dropped from saucy.
The correct fix is to upload an SRU of bzr-svn to raring that adds a
dependency on "libsvn1 < 1.7".
