There was a bug in speechd-el which made upgrades complex for users of
emacs22. I am not entirely sure what the reasons for that were, but
emacs22 is unsupported in current versions of Ubuntu. I would recommend
that you try again with emacs23 or emacs24.
In order to keep the Launchpad bug listing organized, I will mark this
bug report as a duplicate of an earlier existing bug.
