I wasn't able to reproduce this issue on Ubuntu 7.04.
Which version do you use? You can find by running these commands in a terminal:
lsb_release -d
dpkg -l xarchiver | grep ii
** Changed in: xarchiver (Ubuntu)
Status: New => Incomplete
** Changed in: xarchiver (Ubuntu)
