I did have ibus-qt4 installed. The problem was that the /etc/X11/xinput.d/ibus script would explicitly set the QT variable to xim because of an error in the path to the library.
In any case, this was fixed in natty, and in raring, that script seems to have been replaced with /etc/X11/Xsession.d/70im-config_launch, which also sets the variables properly.
