The first sentence is clear to me, as it states that you can't have more
than one mouse button pressed simultaneously to entail an action.  I
believe the second sentence implies one button = one action.  Two+
simultaneously-pressed buttons cannot equal one action.

I too find the phrasing to be a little confusing.  Will work on this.
