All other packets went through. You have additional rules in your ruleset that look to be related to libvirt, and they shouldn't cause a problem (I have the same rules). What is the output of the ping command after rebooting? Ie, please reboot the machine and while it is rebooting, do: $ ping <ip address> Let it run for a couple minutes then post the output.
