I think I found a bug in the Ubuntu 13.04 / Gnome lock screen feature.
To reproduce:
0 login as the first user,
1 lock screen with Ctrl-Alt-L or with Lock function in upper right corner
2 unhide the login prompt with the mouse gesture
3 select login as another user
4 when you prompted in the other virtual terminal for the username / password 
press Ctrl-Alt-F7

You should get the first user's desktop unlocked
