Thank you for using Ubuntu and reporting a bug. I appreciate the difficulties
you are facing, but this is not a bug in iptables. iptables is a tool for
manipulating netfilter in the kernel and it cannot by itself limit bandwidth.
If there are iptables rules affecting the machine, it would be because of
firewall (ie netfilter) rules added either by you or a tool, but this seems
unlikely. The bug lacks detail to reassign to another package and therefore I
am closing. If you feel this is in error, please file a new bug against a
specific package, however I suggest if you are still experiencing the problem,
you explore support options:
