Thanks for your bug report.
Afaik, the gtk theme is searched in /usr/share/themes and in $HOME/.themes (so
/root/.themes for the root). Since your theme is only installed in your home
directory, it's normal that synaptic (launched as root) is not able to find it
(as explained in the previous comment).
