I got this bug, too. in fact, pretty often it's impossible to get to the contact list when it's closed. When I got one chat window open, clicking on empathy in the messaging menu does nothing. Closing the chat window, then clicking on empathy in the messaging menu does nothing. I can't even quit empathy to start it again, short of "killall empathy", that can't right?
