I don't know if this is related, but disassembling your initramfs shows
that it's using an ancient version of the cryptsetup scripts: they
contain usplash support that was dropped before the precise release.  I
can't see any obvious reason that would matter here, but you should
maybe update to a current version of cryptsetup and re-test since there
are a variety of other updates to that initramfs script.
