Public bug reported:

The gnome-shell (3.8) notification bar disappears and cannot be re-
activated when a program is closed from the notication bar.

How to repeat:
Close an application by activating the notication bar (i.e. move mouse to 
bottom of screen) and then close an application. 

I suspect this may be a regression bug from
