I agree, I think it is time to reintroduce the package. I just updated dxflib, one of the dependencies, in Debian experimental. dxflib blocked going into unstable until librecad 2.0 is released. They are currently in RC, so it is pending as well.
It's best if the package is reintroduced through Debian. I was the Debian maintainer of the package and am very busy this summer but would be happy to sponsor someone working on it.
