Public bug reported:

jetty8 installs jetty and it defaults to not run jetty. It does not use
debconf or other programmatic way to change this. This makes automated
deployment/installation of jetty8 package fairly inconvenient/fragile,
i.e. one must change the file /etc/default/jetty8.

It would make sense to use debconf or other tool to make jetty start
automatically. Or just start jetty automatically by default, as far as I
can tell lot of services/daemons do that.
