I've had this problem of visible but unresponsive nm-applet in 12.10 and 13.04 (upgraded about a week ago), since removing Windows for 12.10 maybe a year ago. I think this is pretty critical - any "normal" person would restart the computer every time, so if there's anything not-too- complex I can do to help, let me know.
I have WiFi and a 3G card in my Lenovo X220T laptop and spend a lot of time in cafes using public WiFi, but when the WiFi is bad, I change to 3G.
