This issue reappeared in spite of the fact that I had the proposed updates enabled. Shutdown and suspend started working again when I changed my NVIDIA driver from nvidia-313-updates (proprietary) to nvidia-310 (proprietary, tested).
Maybe it was just a happy coincidence.
