Public bug reported:

Since there is now systemd in the repository we still miss the final
binary to run/use systemd. Even if the standard in ubuntu is ..
whatever.. you should build the systemd package for people who whants
this.

Another Reason is that systemd-ui is broken now
The following packages have unmet dependencies:
 systemd-ui : Depends: systemd but it is not installable
E: Unable to correct problems, you have held broken packages.

Please dont remove it. please provide the full systemd, even if you dont use it.
