Yes I can confirm that "dhclient: execve (/sbin/dhclient-script, ...):
Permission denied" error occurs only on VM's which has this connectivity
issues and not on the ones that come up correctly.

Please contrast

  --> VM came up correctly and connection was fine

  --> VM came up with connectivity issue with the host
