I had a fix for this, but it turns out you can't have a global var and a
command var with the same options.
So "juju upgrade-juju --version" is already using the '--version' name.
And the global one wants to be a Bool while the command level one wants to be a
string.
So at this point, I don't have a great fix, so I'm rolling back my
change (otherwise upgrade-juju is broken) and re-opening this bug.
