Public bug reported:

To reproduce, make sure you do not open the dash at all while doing these steps:
1) Restart unity (compiz --replace ccp) or use a fresh login.
2) Open scale mode or workspace switcher.
3) Mouse over a bit, where the scroll bar normally is for the dash.

Expected:
  No overlay scrollbar should appear.

Result:
  Random floating overlay scrollbar appears!

This is most likly caused by an uninited var, or the scroll view starts
off as visible for some reason... (should be false, as the dash is not
open)... Either way shouldn't be to hard to track down.
