The nonexistence of /etc/inittab seems the cause. But I would not expect
this to exist in a Ubuntu setup.

<Blush> the bug reporting system said  it would help the developers if I
reported this bug. But it doesn't look like a Ubuntu package to me.
Probably I should not have reported it.
