Ubuntu doesn't ship php4 since Ubuntu feisty and the next release (gutsy) won't also ship apache 1.*. The only available PHP version will be 5 and the only available apache version 2.2. Both are also supported with security fixes (if necessary).
Debian did also remove php4 and and apache 1.* (from unstable). As Ubuntu releases more often than Debian such changes appear in released Ubuntu versions sooner than in Debian stable. All still supported Ubuntu releases which still contain php4 (dapper and egdy) have it only in the community-supported repository. As nobody really cared about the php4 package, nobody prepared security updates for it and in has several unfixed security issues.
