I strongly agree with this. There's not any good reason I can come up with (other than history) for grub-efi-* to conflict with grub-pc.
A single grub-install invocation should attempt to install both. If theres a EFI system partition, the EFI install succeeds. If there's a BIOS Boot Partiton or MBR, grub-pc succeeds.
