@penalvch: I've been having the same problem myself after a fresh install of Ubuntu 13.04. I tried the kernel at the link you provided. My uname now reports: Linux glaedr 3.11.0-031100rc1-generic #201307141935 SMP Sun Jul 14 23:36:57 UTC 2013 x86_64 x86_64 x86_64 GNU/Linux.
The issue still remains even with this kernel. I also noticed that I don't have to disconnect and reconnect the ethernet cable. If i just wait a minute, it will reconnect. Doing a ping, it looked like exactly 90 seconds of downtime between connections. It does not show that the connection is lost, just loosing packets. Same with downloads.. it will continue after a while, but not for long. I have a Gateway (Acer) NV17 with the stock atl1c driver loaded. Please let me know if there is any other information I can provide.
