Public bug reported:

Automatic update run on last Wed. and the app just hung. After 1 hour I finally 
sut down the system, still hung and running. upon restart, several apps running 
in bar did not start. Now, most apps that are started in automatic start or by 
the system fail to run including Software center, update manager, backup, and 
many others. Synaptic Package Manager runs but dos not install or remove apps. 
The error reported is:
E: /var/cache/apt/archives/indicator-weather_11.11.28-0ubuntu1.3_all.deb: 
subprocess new pre-removal script returned error exit status 1
E: /var/cache/apt/archives/command-not-found_0.2.46ubuntu6_all.deb: subprocess 
new pre-removal script returned error exit status 1
many apps attemped from the command line fail and report:
Traceback (most recent call last):
  File "/usr/lib/command-not-found", line 21, in <module>
    from CommandNotFound.util import crash_guard
ImportError: No module named CommandNotFound.util

I cannot find any command-not-found or CommandNotFound.util and replacement 
from the software center fails. I'm at wits end.
