Public bug reported:

libfdt_env.h is missing from the libfdt-dev package, preventing usage of
libfdt.  This was fixed in Debian with package 1.3.0-3.  Raring still
has 1.3.0-2.

$ lsb_release -rd
Description:    Ubuntu 13.04
Release:        13.04

$ apt-cache policy libfdt-dev
libfdt-dev:
  Installed: 1.3.0-2build1
  Candidate: 1.3.0-2build1
  Version table:
 *** 1.3.0-2build1 0
        500 http://us.archive.ubuntu.com/ubuntu/ raring/main amd64 Packages
