The bug is in the file /usr/share/ubiquity/console-setup-apply . On line
11 it reads "cp -a /etc/default/keyboard /target/etc/default". The file
/etc/default/keyboard doesn't exist on the distribution CD thus the copy
fails. Commenting out this line makes the plugin work without crashing.
How this could be overlooked is beyond me.
