I do not know, but I audited the sources of both python-f2py and python-
scipy-core and all of the files they provide are ancient versions of
files provided by python-numpy.  I can see having these for transitional
reasons, but it's been years now.  I would expect that as Lenny's
release gets closer, Debian will likely remove them as they have little
or no value.  For Ubuntu getting rid of them has value because we are
getting bugs on them (not a lot, but some) that are solved by people
using the current package and not the ancient one.
