Found a  partial workaround.
(Note this only works for launcher-locked LibreOffice applications. It does not 
fix other user accounts nor does it fix unlocked LibreOffice applications).
If anyone has Ubuntu Tweak installed, under the "Admin" tab is a Quicklists 
Editor. There you can see several LibreOffice applications (by default, Writer, 
Calc, and Impress) that are in the left-hand column of the program. Click on 
them one at a time and simply add the name "New Document" (without quotes) to 
each one. Strangely, the command is already correct. Now, when you are done 
with one LO application be sure to click "Save". Otherwise progress will be 
lost. Do this for each one (by default there are three) and (most) of the 
problems from this bug should be alleviated. If anyone else has a better idea 
for a workaround (such as a way to edit the quicklists for every LibreOffice 
application for every user on the installation), let me know by posting a 
comment. I'm sure others will find it useful if they stumble across this post 
as well.
