Sorry for letting the patch bitrotten. We now have a --vendor parameter that you can set to Debian or Ubuntu. In addition, you can set DEBCHANGE_VENDOR to permanently change the vendor.
What's missing to close this bug is to add DEBCHANGE_DISTRIBUTION. Are you willing to refresh the patch? Besides the refresh, this new environment variable needs to be documented in the man page. It would be nice to have test cases for the new option.
