You have been subscribed to a public bug:
If a user was to download a package and have that in their home
directory, the clickpkg user might not be able to read the file, and
thus couldn't install it on the system. Basically this:
~/Desktop$ sudo click install --force-missing-framework --user=ted
com.ubuntu.ubuntu-clock_0.5_all.click
Should work even if the user's home directory is not accessible by the
clickpkg user.
