To complete the above description, two findings:

The command xmodmap -pke always matches the onboard keymap, even when it's not 
the keymap I want.
The problem is only when the computer starts up. As soon as a terminal is 
created, the problem is gone. It remains a problem for me though, because the 
computer starts with a web browser in kiosk mode -- therefore no terminal 
window can be created at that time.
