Check if it's greyed out only if you start synaptic without
administrative privileges and appears when you start it via gksu.

I guess software-properties-gtk has been moved to "suggests" because
synaptic now has its own repo manager which starts if software-
properties-gtk is not installed. Unfortunately, their own implementation
