Confirmed for me, too. Using Ubuntu 13.04 + gnome session fallback + compiz on an ATI onboard video chipset on a Compaq notebook.
Some (randomly) maximized windows can't be controlled, unmaximize them to recover control (via left click on the windows bar) Looks like window decoration positioning (relative to desktop size) goes "out of the usable screen" and compiz can't manage them.
