Public bug reported:

Ubuntu refused to login.
 It flashes after password is entered and returns to login screen recursively.
 I decided to reinstall but no upgrade checkbox option so I chose sth else.

The Cause was a mistake:
I mistakenly changed the owner of '/' from command line.
I think checks should be made in coming versions to prevent such...
