I appologize for me incomplete testing. Please ignore my #41 comment, because after rebooting a few more times, I found that the problem persists...mount: / is busy. I managed to reboot a couple of times immediately after logging in, where the reboot process was the normal 2-3 seconds, but have had difficulty making that happen again. Now it's always the long 10-12 second shutdown. Long story short: unchecking "Available to all users" box helped, but for only a reboot or two.
