This seems to have been fixed in the latest updates in gutsy:
$ aptitude changelog gnome-desktop
Get:1 ChangeLog of gnome-desktop [53.3kB]
Fetched 53.3kB in 0s (58.0kB/s)
$ aptitude changelog foo
E: Couldn't find a changelog for foo
I'm closing the bug as fixed released. If this problem occurs again
