This package isn't seeded for Xubuntu. We didn't ship this in 13.04 and we apparently do not have this seeded to ship for 13.10. A quick look at the seed shows we do not have this blacklisted but we just do not include it on the disk.
Options for resolution: 1. Amend the testcase, if possible, to remove mention of this. 2. Include usb-creator-gtk on the disc. 3. Include unetbootin as proposed by elfy and adjust testcases as appropriate. 4.
