Public bug reported:

I was upgrading to 13.10 after a variety of crashes (in telepathy,
apport, and resume) no doubt caused by installing too much stuff, then
pf-linux, then uninstalled that and kde. That allowed me to run the
upgrade script, but there were several errors (apache2 has been
misconfigured for a while, didn't play nice with upgrade. Dotclear was
what gave my the option for a bug report, complete with several errors
about changing properties, displaying, etc, after gnome-program class
was initialized. I think that has something to do with it auto-opening
firefox. I'm not sure what happened.

Then the error was "dconf-CRITICAL unable to create new file"
