Lately I went out with this patch, which is far simpler:

/etc/udev/rules.d/85-ifupdown.rules

-#SUBSYSTEM=="net", DRIVERS=="?*", GOTO="net_start"
+SUBSYSTEM=="net", GOTO="net_start"

by the way, this is how the script appeared in dapper.
I don't know what can be broken by removing the DRIVERS line,
but adding it for sure breaks the ifdown process
