I have a Nexus 4 (mako) without a SIM card. When I try to ask ofono for
the SIM card, I don't get one back:

root@ubuntu-phablet:/# /usr/share/ofono/scripts/list-modems

    Powered = 0

    Interfaces =
    Online = 0
    Type = hardware

It's definitely not busted though, as I can get it through other means:

This is known:

modem if the sim card is not available (our current logic)
