I can confirm that this bug does exist.

I have also found that if you kill the currently running indicator-
sound-service and run /usr/lib/indicator-sound-gtk2/indicator-sound-
service it starts working again.

Since the running process in both 13.04 and 13.10 is /usr/lib/x86_64
-linux-gnu/indicator-sound-service, does this mean the latest version
does not fall back on /usr/lib/indicator-sound-gtk2/indicator-sound-
service?  I haven't dove into the code yet, but maybe this is a simple
fix?
