Finally found "fit image to window" button in "view" dropdown  in normal mode. 
It was driving me crazy that the window kept resizing to whatever it WANTED to. 
(version 2.14.3) If you view in slideshow, it does make very small images 
larger. In full screen (maximized) it's not designed to do that but it's pretty 
easy to go to the top of the screen and hit the zoom button.
I was expecting to find this behavior in "preferences" but no it's right there 
in "view" without opening preferences. I guess I always do things the hard way.
Hope it helps someone searching with this same problem.
