Um, I have no idea why you think that "cal -m5" working is equivalent to "cal aug" working. This shouldn't be marked WontFix for that reason. This bug is a UI issue, not a functionality one. "cal aug 2013" works fine.
As for the second comment, I'd be happy to report it upstream if you could tell me where exactly upstream is.
