For 13.10, so far, this seems to be the way to get these disks to boot:

1) Prior to installation, carve out a partition of at least 133MB in parted 
using a GPT partition table.  Toggle the boot flag.
2) Format the disk using 'mkdosfs -s 1 /dev/sda1'
3) Start up the server installer.
4) Select manual partitioning.
5) Don't touch the EFI system partition, but, go ahead and set up partitions 
for "/" and swap.
6) Proceed with the installation and reboot when done.
7) The system should drop to a grub prompt.   At the grub prompt, use the 
commands above to boot the operating system. 

I'll also try this on 12.04.3 using the patched versions of partman-base
and partman-efi.
