"Web browser" means handling http://xxxx type of files and does nothing
with xxxx.html type of files, those are completely different types of
bindings and setting for xxxx.html depends on your current installed
applications that can handle that type of files - typically browsers and
text editors. You should choose desired one if you prefer some, as you
noticed it yourself. It is not bug but your misunderstanding of file
associations. Thank you.
